Welcome to the website of the Hungarian Government’s international development cooperation and humanitarian aid activities.

 

Through this platform, we provide a comprehensive overview of our country’s commitment to addressing global challenges, promoting sustainable development, and strengthening cooperation with partner countries. Hungary’s goal is to achieve tangible and long-term sustainable results as a member of the international community by sharing its knowledge, experience, and innovative solutions.

 

We present Hungary’s latest policy strategy on international development cooperation (NEFE 2030), which was created under the motto “Hungarian Solution in a Changing Environment.”

 

The ongoing transformation of the global order, the increasing number of international conflicts, wars, and natural disasters, the adverse effects of climate change, the energy and food crises, growing inequalities, and the rising number of people forced to leave their homes have caused the international environment to change significantly in recent years, leading to a drastic increase in the need for humanitarian aid and development financing. In light of these significant changes in global politics and the expiry of the previous strategy (NEFE 2025), it has become necessary to renew the strategy.

 

Hungary’s latest policy strategy on international development cooperation (NEFE 2030) reflects on new challenges and builds on the achievements of the previous period. It aims to carry out its international development activities through on-the-ground assistance, to provide viable support to communities in crisis zones, and sustainable development – based on the needs of the local population and government, as well as the environmental and social conditions in partner countries. The “Hungarian model” offers partnership through the involvement of local intermediaries and builds on cooperation that seeks to foster and ensure the ownership of developing countries. The new strategy thus responds to the challenges of a rapidly changing global environment, while placing a strong emphasis on flexibility, partnership, and development based on local needs.

 

The strategy focuses on targeted, impact-based interventions that simultaneously serve the development needs of partner countries and Hungary’s foreign policy, economic, and security interests. The strategy also responds to crisis situations with a flexible set of tools, facilitating rapid and effective assistance.

 

Hungary carries out its activities in the areas of international development cooperation, international humanitarian aid, and stability-building within a unified framework – primarily through the Hungary Helps Program, striving for coordinated implementation and ensuring that these activities complement and reinforce one another. The Hungary Helps Program ensures that Hungary’s humanitarian and international development cooperation policies are coordinated and effective. The law providing a unified regulatory framework for the implementation of these activities (Act LXXXIX of 2023 on the Hungary Helps Program), enables, on one hand, a holistic approach to our national objectives related to crisis zones, as well as the development of protocols that create the possibility of an effective and rapid response in acute crisis situations. The new law creates an opportunity for Hungary to manage, within a unified and comprehensive framework, activities aimed at eliminating the root causes of migration – ranging from the immediate humanitarian response required in case of disasters and armed conflicts; to economic development and job creation programs that span several years and are important from both diplomatic and strategic perspectives.

 

On this website, we present the processes taking place within the development policy cooperation of international organizations (UN, OECD) and the EU, as well as Hungary’s activities within these organizations. We also place great emphasis on widely publicizing the “Hungarian model” and the exemplary work of the Hungary Helps Agency at the international level.

 

By presenting EU calls for funding, our website aims to assist Hungarian companies seeking European Union funding instruments to implement their development policy projects.

 

One of the development policy priorities of Hungary’s 2024 EU Presidency was to make the protection of cultural heritage an integral part of the European Union’s foreign policy toolkit. During the Hungarian EU Presidency, the Council of the European Union adopted conclusions on global food security, which focused on addressing the root causes of the worsening food crisis.

 

We believe that effective cooperation is based on mutual respect, knowledge sharing, and the development of value-creating partnerships. Through this website, we aim to transparently present Hungary’s international development policy programs, priorities, and results, as well as to inspire joint thinking and action. We provide information on current calls for proposals and funding opportunities related to international development cooperation. We encourage professional organizations, businesses, civil society actors, and institutions to actively engage in the implementation of these programs and to contribute to achieving our shared goals through their proposals. Participation not only offers professional development opportunities but also helps showcase Hungarian knowledge and innovation on the international stage.
